Verlin Richard Beka Beka est né au Congo-Brazzaville à Jacob (de nos jours Nkayi). Il a passé son enfance dans une cité minière à Makola une localité proche de Pointe-Noire, la ville maritime du pays.
Verlin Richard Beka Beka a fait une bonne partie de ses études au Congo de la maternelle jusqu’à l’université Marien Ngouabi où il a étudié à la faculté de sciences.
Mais, arrivé en France en 1990 il a dû changer d’orientation universitaire et, s’est inscrit à la faculté de sciences économiques à Rouen puis à l’université de Caen. Il a un niveau Bac+4 en ingénierie de la banque finance et assurances, avec le titre d’ingénieur maître et un titre professionnel «de gestionnaire d’entreprises». Il est plutôt gestionnaire et financier et pas du tout économiste.
Cependant, les finances sous-tendent l’économie.

Vous êtes un homme d’expérience dans les finances, dirions-nous alors?
En effet, j’ai longtemps travaillé dans le secteur bancaire dans divers métiers de la banque: de l’analyse crédit à la conformité et à l’assistance dans la conduite de projets. Ma dernière fonction au sein de BNP Paribas en tant que cadre administratif consistait en la coordination d’un projet digital visant la relation banque/client et plus exactement «faciliter l’entrée en relation» et fidéliser la clientèle «entreprise». J’ai été aussi consultant à la banque mondiale au Congo dans le cadre du fonds à coûts partagés, et j’ai animé des formations dans les entreprises congolaises, notamment à la Chambre de commerce de Pointe-Noire et à l’ARPCE, une agence de régulation des télécommunications à Brazzaville et à Pointe-Noire. Je me suis formé aussi à la gestion des finances publiques. Je n’ai donc pas de profession déterminée car mon parcours professionnel est fait de polyvalence.
Et si un curieux vous disait : qu’est-ce que l’économie?
Je dirais que l’économie c’est l’administration des richesses. Mais, face à un curieux, il ne faudrait surtout pas parler de macroéconomique car la théorie macroéconomique n’a plus bonne presse. Le discours abstrait et ésotérique des professeurs ne sert plus rien car ce qui compte au fond ce sont des résultats.
De quoi parleriez-vous alors?
Face à un curieux, je parlerais donc de la microéconomie qui reste à l’échelle humaine, donc plus proche de la réalité des gens car on parle : entreprise, consommateur, marché… Au fond la réalité économique n’est qu’une addition des comportements des agents économiques. Pour mieux comprendre l’économie, il faut l’expliquer sur ses fonctions : financement, production, dépenses. La relation entre ces fonctions prend la forme des flux et permet de définir la problématique du circuit en économie : l’économie du marché. Ce que notre curieux devrait retenir au fond que nous sommes dans une économie de marché et donc une économie monétaire dont la réalité économique s’observe par les flux et les stocks. Autrement dit, nous sommes dans une économie dont on ne peut se passer de la monnaie: nécessité d’une monnaie de compte, d’une monnaie de paiement et de la monnaie pour financer la production. D’où un système bancaire bien hiérarchisé en économie : les banques créent la monnaie dont les entreprises ont besoin pour produire. Je parle de la banque comme le maillon fort de toute économie d’où l’importance de réduire toute asymétrie d’information pour faire développer l’économie.
Pourquoi avoir choisi l’économie pour vivre votre vie professionnelle?
Je dirais que je n’ai pas choisi l’économie. C’est plutôt l’économie qui m’a choisi en ce qu’elle détermine nos vies. Ma vie professionnelle, plutôt ma vie tout court est faite du désir d’épanouissement et de bonheur pour tous. Et, il se trouve que l’économie participe à atteindre cette satisfaction. Mais, le plus réjouissant en économie c’est d’obtenir des résultats quand un projet est bien conçu et bien géré.
D’hier à aujourd’hui qui est-ce qui a changé alors dans la notion du monde économique?
Théoriquement, la notion économique n’a pas changé. Les diverses théories doctrinales sont toujours d’actualité. C’est plutôt la réalité économique qui a changé avec la mondialisation. La Covid 19 est venue nous rappeler le besoin des États/providences. On dira que Keynes vient d’être ressuscité puisqu’il va s’agir de relancer l’économie. Au fond nous sommes toujours à jongler entre l’offre et la demande et au libre arbitre du marché mondialisé. Donc rien à changer !
S’agissant d’un pays, quelles sont les bonnes résolutions d’un bon économiste?
Un bon économiste recommanderait à un pays d’avoir de bonnes politiques pour avoir de bonnes finances publiques. Il s’agit là d’avoir une bonne gouvernance et de réduire toutes les vulnérabilités inhérentes à l’humain de vouloir tirer à son profit le bénéfice d’un régime politique dans une nation où l’État de droit n’est pas respecté. Car l’économie a besoin du Droit.
Souvent on entend dire ou on lit que les cours des matières premières fluctuent selon les marchés, de quels marchés s’agit-il? Comment s’effectue la fluctuation?
Les cours des matières premières ce sont les prix à la vente de toutes les matières sur le marché des matières premières. Et, les prix des matières sont volatiles, on parle alors de fluctuations. Ces fluctuations se font donc suivant la demande et l’offre. Mais, il est vrai de dire que la financiarisation du marché des matières premières contribue beaucoup à la fluctuation des cours d’où l’importance de régulation et de coordination des politiques économiques pour éviter des fortes hausses des prix notamment sur les produits agricoles.
Comment expliquer les échecs permanents d’un pays dans le domaine économique?
Cela s’explique par le choix des politiques publiques. J’aime citer le baron Joseph- Dominique Louis, appelé aussi le baron Louis qui fut à cinq reprises ministre des finances, sous les deux restaurations et la monarchie de juillet. Il avait une formule simple : Faites-moi de bonnes politiques, je vous ferais de bonnes finances. D’un pays qui fait de mauvais choix, qui fait de la mauvaise gouvernance et la corruption, son mode de gestion, ne peut obtenir que des échecs sur le plan économique.
Comment comprendre que certains pays du monde, forts de leurs richesses du sol et du sous-sol et de leur facteur humain sont toujours assistés, subissent les revers les plus sévères de leur économie?
La raison première vient du fonctionnement de l’État. Et, ce sont plutôt les États qui n’assument pas leurs fonctions étatiques de façon efficace et efficiente. Quand on regarde le fonctionnement de ces États-là, on constate un déficit en ressources humaines qui respectent le processus de recrutement. Et, naturellement les moyens matériels, technologiques et financiers sont gérés de façon inefficace et inefficiente. Or, quand un pays dispose autant de ressources naturelles, il est nécessaire d’avoir une réelle politique de régulation et de distribution. Enfin, quand un État n’a aucune activité responsive, ce sont plutôt les partenaires étrangers qui tirent profit des richesses de ces pays-là. Il est incompréhensible que 60 ans après les indépendances, on trouve encore des pays qui ne comptent que sur l’aide extérieure, sur les partenaires bilatéraux et multilatéraux. Le jour où ces États auront des dirigeants épris du sentiment national, on parlera véritablement de l’émergence.
Vivre l’épanouissement économique autrement qu’en subissant les «expertises» qui viennent d’ailleurs est une utopie?
Aucun pays ne s’est développé avec l’expertise extérieure. Il faudrait insister sur ce point, le développement d’un pays est l’affaire des autochtones.
Business et économie : des faux jumeaux?
Les deux riment ensemble. Aucun business sans économie et vice versa.
En des temps aussi difficiles que ceux que nous vivons aujourd’hui : guerres, pandémies, l’économie a-t-elle des chances de rebondir? 
Oui, l’économie va rebondir et la vie reprendra son cours. Probablement rien ne changera suite à cette pandémie. Souvenons-nous de La peste publiée en 1947, Albert Camus disait : Le plus fort des désirs de nos concitoyens était et serait de faire comme si rien n’était changé, mais que, dans un autre sens, on ne peut pas tout oublier, même avec la volonté nécessaire, et la peste a laissé des traces, au moins dans les coeurs. La Covid-19 laissera des traces dans nos cœurs. Mais la vie reprendra son cours et l’économie rebondira.
Avec votre expérience de polyvalence, vous n’avez jamais été tenté de diriger votre propre entreprise?
Justement, aujourd’hui, je m’oriente en la création de ma propre entreprise. Il va s’agir d’une société civile immobilière, et je ferais aussi des formations et du conseil auprès des PME et TPE.
Un dernier mot?
Je crois à l’humanisme et je terminerai en citant le père fondateur de l’humanisme moderne, Abraham Maslow qui disait : Un être humain pour répondre à son besoin d’épanouissement et de bonheur, doit d’abord répondre à un autre besoin plus fondamentalement, celui d’être relié aux autres…! Alors pour ces pays aux ressources insolentes, l’urgence est de faire nation.
