Inès Féviliyé est docteur en droit, enseignant-chercheur à la faculté de droit de l’Université Marien Ngouabi de Brazzaville, au Congo. Elle est aussi directrice d’une librairie et de la Revue Congolaise de droit et des affaires.
Juriste, vous vous spécialisez en droit public et en droit privé mais aussi en droit des affaires. Quelles différences entre le public, le privé et les affaires ?
Je suis une spécialiste de droit privé. Le droit privé est une branche du droit qui s’occupe des questions de personnes, de la famille, du pénal et du droit des affaires. Quant au droit public, il est relatif à tout ce qui est administratif, institutions publiques et règles constitutionnelles. J’enseigne particulièrement le droit civil depuis 2014.
En quoi consiste votre engagement chez Cabinet Primo Conseils : quel est l’objectif de ce cabinet ?
Je suis professeur de droit, mais aussi consultante en droit. A ce titre, je suis directrice du cabinet Primo Conseils. L’objectif de ce cabinet est de réaliser des études, des consultations, des formations continues au profit des entreprises et des stagiaires en droit privé et en droit des affaires au Congo.
A quelle fréquence paraît la Revue Congolaise de droit et des affaires dont vous êtes la directrice ?
La revue congolaise de droit et des affaires a été créée en 2009, c’est une revue trimestrielle, qui publie des articles, des commentaires de textes et des décisions de justice. Elle analyse chaque année le rapport Doing business de la Banque mondiale qui évalue la réglementation des affaires et classe les pays selon qu’ils facilitent ou non la pratique des affaires. La Revue Congolaise de droit et des affaires étudie la réglementation en matière de commerce, d’énergie, d’industrie, d’agriculture, etc.
Mais vous êtes aussi directrice de la Librairie-Galerie Primo. Est-elle uniquement réservée aux ouvrages de droit ?
La Librairie-Galerie Primo est une librairie généraliste où on trouve tous les ouvrages, de littérature, des livres jeunesse, des livres de droit, d’économie, etc. Il y a une prédominance de livres de droit, du fait de ma profession et des commandes que je reçois.
Pourquoi avoir ouvert une librairie quand on dit que le Congolais ne lit pas ?
J’ai ouvert cette librairie non loin des établissements scolaires et universitaires pour être proche des élèves et des étudiants, qui sont très intéressés par la littérature, mais n’ont plus l’habitude de lire, à cause de l’insuffisance des bibliothèques, des librairies, de promotion du livre en général et de la lecture. C’est pourquoi, nous faisons régulièrement des expositions-ventes à presque toutes les manifestations culturelles, y compris au sein des établissements scolaires. Nous faisons aussi des opérations promotionnelles à Noël ou à l’approche des grandes vacances.
Des projets ?
Nous avons des projets de colloques, à organiser par la Revue Congolaise de droit et des affaires, d’expositions des artistes et des artisans congolais.
Un dernier mot ?
Un dernier mot pour dire qu’il y a beaucoup de choses à faire au Congo en matière de promotion de la littérature, de la culture et des arts en général. Cela nécessite des infrastructures comme des bibliothèques et des librairies. Nous lançons un appel à tous les écrivains et auteurs du Congo pour qu’ils apportent leurs ouvrages à la Librairie-galerie PRIMO, pour que nous puissions les proposer à notre public.
